ISDA is playing a key role in current interest rate benchmark reform efforts. Given the uncertain future of LIBOR and other IBORs, these efforts are today more critical than ever. The adoption of, and transition to, alternative risk-free rates and the development of fallbacks for key IBORs will affect trillions of dollars in notional interest rate derivatives trades. This program will cover the latest developments in these areas as well as new benchmark regulation in Europe. Furthermore, we will provide an update on African law reform developments and ISDA activities across the continent.

9:15 AM Selection of Alternative Risk-Free Rates and Development of Transition Plans
This session will examine developments in relation to the selection of risk-free rates and the process to transition to them. It will cover the work of the Alternative Reference Rates Committee (ARRC) in the United States, including its selection of the Secured Overnight Financing Rate (SOFR) to be published by the Federal Reserve Bank of New York during the first half of 2018. It will also cover the work of similar groups in the UK, Europe, Switzerland, Japan and ISDA’s global IBOR transition project.
10:30 AM Development of Fallbacks for IBORs
As well as encouraging market participants to adopt alternative risk-free rates (RFRs), authorities are encouraging market participants to designate fallbacks for contracts that continue to reference IBORs, which would apply in the event that an IBOR is permanently discontinued. This session will provide background and objectives for this work as well as an overview of issues identified to date and potential solutions that ISDA is developing.

- Regulatory timeline and overview of the regulation
- The scope of financial benchmarks - user's perspective
- Proportionality, governance, transparency and registrations - key provisions fro administrators and contributors
- The recognition of non-EU benchmarks (equivalence, recognition, endorsement)
- Requirements to plan for material change or cessation of a benchmark and ISDA's work to facilitate compliance with these requirements
